ASSET MANAGEMENT COMMITTEE

Delegations

  • Matt Delorme from AIM Network presented the Housing Accelerator Fund (HAF) Asset Management Plan. The plan includes a tool that helps the Municipality track its physical assets and infrastructure, including maintenance schedules and expected lifespan. This tool will help Council make informed decisions for future planning. The Committee passed a motion to approve the tool. New Business

  • Staff were directed to send a letter to the Department of Public Works requesting a meeting. The purpose of the meeting is to have Public Works explain how funding works, how maintenance priorities are set, and how decisions are made about grading, upgrades, and other work. This will help Council better understand the decision-making process and allow councillors to clearly explain it to their constituents.
  • The Committee received correspondence from S.F. Smith Retirement Living Inc. for consideration of streetlights on what was formerly South Harbourview Trail and a quote for sidewalks.
  • The Committee held initial discussions of the 2026-27 Capital budget.

 

COMMITTEE OF THE WHOLE

Old Business

  • Council approved a motion to repeal Municipal Policy 24 (Policy Regarding the Handling of Tire Fluff), as the Beech Hill Transfer Station no longer handles tire fluff and the policy is no longer needed.

New Business

  • Council approved a motion to set aside 3% of tax revenue for Community Partnership Grants. Based on early estimates and the proposed 2026/27 tax rate of $0.85, this would amount to approximately $483,441. The final amount will change if the tax rate changes.
  • Council requested that a letter of support be sent to the Honourable Michelle Thompson seeking funding for an alternate route from Highway 337, north of the hospital, into Town.
  • Council ha a discussion about the County’s need and consideration for a Municipal By-Law officer.

 

SPECIAL COUNCIL MEETING 

Statutory Public Hearing

  • Council approved recommended changes to the Subdivision By-law, Municipal Planning Strategies, and Land Use By-laws for the West River Antigonish Harbour, Central Antigonish, Eastern Antigonish County, and Keppoch–Beaver Mountain planning areas. These changes were part of a review completed through the Housing Accelerator Fund (HAF). The updates include using consistent language for Accessory Dwelling Units across all documents and changing wording in the Subdivision By-law from “lots” to “units.”
